Because the Rebol community is small, the best way to start a community effort is to start it yourself, and develop it to the point where others can see the merit in joining in. Having said that, there are very few, if any, active projects where a group of rebol developers are currently collaborating.
And rather than start your own forum, you would be better off requesting space on www.reboltalk.com, or a channel on Rebol3 altme world.
