http://osflash.org/localconnection   (explains how to connect to flash from an app witten in C)

so your small C app needs to implement the Localconnection and connect to Skype API. Connecting to Skype is simple, there are many samples available, on win32 it's a based on windows messages.
 

I made a quick search (google and osflash) and didn't find it.

if it is a  &quot;free&quot; consumer app and you can't spend money for bandwith, then
I would use Skype with a plugin using the skype api. If you want your flash
webapp communicating to  skype api, then you need to implement some IPC hack
(shared memory) on you flash plugin to commumincat via LocalConnection  to
flash (it described at http://osflash.org ).

I was myself experimenting with stuff like this, but gave up because these
hacks are simply not user-friendly. And about your question about doing a
small red5 server, of course it is possible (look a www.wigiwigi.com, a p2p2
multiperson video-chat app written is assembler, it is only 350 KB and
superfast and highquality audio and video), but EXTREMLY difficult, I think.
