I think if you specify 0 for the quality and a number for the bandwidth, then the Flash movie maintains the bandwidth and varies the quality to achieve the stated bandwidth. Likewise in reverse - 0 for bandwidth and number for quality will maintain the quality you specify and take as much bandwidth as needed to achieve it.
