I've had a similar symptom, but my publishing machine was at 100% CPU when the 
slow down started to happen on the fps.  I've never tried this high of 
bandwidth test.

Laptop 1 spec (client, streaming video up): 
IMB thinkpad Lenovo R60, Core2duo T5500, between 30-40% of cpu (iexplore uses a 
lot, I stream up through http webpage located on the same machine as red5 
serv), 1GB ram, 500MB used, 500MB free, lan usage about 1.5mbit (gigabit lan)

Laptop 2 spec (red5server):
HP Compaq nc8430, 
CPU :   Mobile DualCore Intel Core Duo T2500, 2000 MHz (12 x 167) @ 5-10% cpu 
usage (java uses 1-2)
1GB ram ~ 500 free
LAN gigabit as well

I think these limitations not because of the machines, since Camera.CurrentFps 
is always higher than Stream.CurrentFps.
AND
If I open two netstreams, one for camera one for desktop screen, CPU usage the 
same, but I reach bandwith up to 3gbit. Fps get better because of the higher 
bandwidth/stream.
But still not enough.
But let me know, if this configuration is not enough.

Yet I m testing: 
Cam current: 15, stream 12-13 at 100% quality and 320x240 (not bad;))
BUT
Desktop current: 18, stream 4(!!!) at 100% quality (800x600) (very bad)

What is your PC's status during this test?  CPU % usage?  Is this a limitation 
of the encoding machine?

I used 1.6rc2 but now updated to Red5 v0.6 final 04.23.2007.
The problem still exists.

Test1: stardard webcam, fps set to 25, currentfps is about 20, quality 100%,
stream fps about 15, res 320x240... kinda good... 

Test2: desktop simulator driver (vhscrcap) ch screen caputre
Cam fps set to 20
Cam currentfps is between 15-20
Stream currentfps is only 4 (800x600 100% quality, and eats max 1.5-1.7 mbit
bandwith
If I set quality 80% (smaller bitrate) cam currentfps remains at 15-20
stream fps goes up to 14-16 !
At quality 50 %  cam curerntfps is about 20, stream fps reaches cameraa
currentfps..
That’s what I want at 100% to have stream currentfps to work at cameras
currentfps.

I would happyly update to the latest 1029 svn but  usewin32 and don’t really
know hot to do that.

Ps. Which version of red5 are you using? I think FlowControlService  
has been replaced a few months ago so make sure to try it with the  
newest version (v0.6) or svn trunk.
