Set the video quality to 95% ive noticed that at 100% is starts to produce dropped frames, video to 192x144, buffer to 2-5. You prob want either 0 or 50% for audio silence level correct ? Make sure you have the latest red5 release or svn, previous ones had frame dropping problems. We get them still but randomly, frames are perfect.
