Just my two-penny worth.

If the project you mentioned is an existing one, invoking Nav Manager brings
about many issues that go way beyond the simple debate between UL and Nav
Structure.

If it is a new project though, you should definitely go for Nav Manager as
the benefits outweigh the disadvantages.
