Here is the response I received from Reddot Support when I had this
issue last month - worked well:

It looks like you are installing CMS with SQL 2005.  (The pre-
requisite for this installation is that you install SQL client
components on the CMS box, particularly connectivity and legacy
components)

For the issue where it gets stuck on the Services. While CMS is trying
to install those services....login to the same box with remote desktop
or go to task manager and start a new task. Go to Services, find RD
Data service, right click on it and press "Restart"
Once the data service is restarted, the installation will continue and
finish setting up the services.
