There are two possible reason that cause the CMS installer to stall and throw database error "IoAdministration check failed" (or something to that effect.)
One is the TCP/IP connection is not enabled on the SQL Server instance. The other is if there are databases running on the SQL Server that are running in restoring state (non-recovery.) The CMS installer is coded for best case scenario. When it hits a database it cannot query, it gives up immediately.
