Cant say that ive ever imported any pages with keywords assigned..

However, perhaps try adding all of the required keywords into the
project manually before trying to import (perhaps there is a
requirement that the keyword must already exists before it can be
assigned, but is undocumented!!!). It could be that the script which
imports the pages only peforms a text match against the keywords
specified and the ones already in the system - but doesnt actually
create any new keywords for you.
