I think this is the same issue I had (I'm on version 10.0.1) and OpenText support said the problem only occurs if you use those types of links within <li> tags, which is what I was doing. I haven't gone back to reformat my page without <li> tags, since in the meantime we had written some jQuery code that fixed the problem on the published page, but if you're using <li> tags and can do without them, give that a try. The issue will supposedly be fixed in the next SP (10.1 SP1).
