Everything, that is within projects will be created as expected. If you 
export and import the administrative settings the users will be moved as 
well. Are you using LDAP accounts? We are having some issues with users 
that we moved from the V10 to V11 as the user guids are changed with every 
new import.
 
The assets can be copied on the filesystem. If you copy them in the same 
directory you can just activate them, otherwise you need to change the 
directory.
