So this is one of the inherent problems with WMS. Everything is a "page" (which makes sense from a technical standpoint, but not for users).
We used "Foundation Page" and "Content Block" to distinguish between the two. We say that a "Foudation Page" is equivalent to a full HTML page, and that a "content block" is a piece of that page. To us a "module" was to generic and ambiguous. The problem we often face is that we have no way to change the "Create and Connect Page" to "Create and Connect Content Block" when appropriate. We purposefully leave off the last word during training, instead just saying "Click create and connect". We also have "layout blocks" which allow our users to create columns for various layouts.
