I am having a strange problem with my ppp link. 
Sometimes, the data rate from my ISP to my computer is really slow to
non-existant. 
I have a 33k modem on a dialup connection.
Software:
     Linux 2.0.33 kernel, RH5.0, pppd 2.3.3

Hardware:
     486 dx2 66, 32 meg ram, VLB I/O card

Here are some things that seem to hold true over time:
1) When the computer has been powered-down and restarted, the ppp link
works fine.
2) Sometimes, restarting the ppp process will fix the problem after it
starts.... (this forces a new connection to the isp)
3) There are a few dropped packets and errors (as seen with IFCONFIG) when
the problem starts... there are never any errors or dropped packets listed
when it is working correctly.
4) Once the problem starts, I get anywhere from 8% to 40% missing packets
from a PING. When the problem is not present, I get 0% packet loss from a
PING. Note, I am pinging the gateway IP when the ppp link is up.

I am beginning to think this is a hardware related problem. The modem has
been switched with another unit, so that only leaves the serial interface
card / cables, etc.

Any suggestions??

I have been through this with my ISP people, and there is no help from that
side. They are using windows NT and USR modem pools.
