Red Hat has limited the number of partitions per disk fdisk can use/create to 16. This is supposed to be a limitation of SCSI devices, but they have imposed it on IDE disks as well >:-(. This means you can't create more than 16 partitions on a disk before/during installation. If you patch fdisk yourself you can create more partitions on IDE devices after installation.
