 The number 32 is just an arbitrary limitation. The number used to be 16 on 
RH, but I never had any problem creating the extra device nodes by hand. 
Probably there is no problem creating devices above 32 as well. Standard fdisk 
supports 64 partitons, Red Hat's patched version only 16, which makes the 
extra device nodes in /dev somewhat useless.
