I had the same problem, but nothing I did with the Apache config made a difference. In searching the apache site for an answer I came across this. <http://www.apache.org/docs/misc/FAQ.html#redhat-htm> The problem apparently lies with RedHat failing to add .htm to the /etc/mime.types file. I added it and everything is working as before.
