listen, I really can't tell you what's wrong. I'm hoping someone who has a
clue will step in here.
When you try telnet, you should be checking you logs. If you do a
ls -ltr /var/log
the files that were updated most recently will show up last. Take a look
at them and see if you get any errors.
other than that, I have no idea, but clearly that's your problem :)
