My standard equipment for a server/firewall box is an APC BackUPS-Pro 280,
which sells for under $200, has a good service policy (the APC still sells
batteries for their oldest models) and a very nice stable and full-featured
daemon for Linux (apcupsd 3.8). The BackUPS-Pro also has a time/load
calculator built in, so you can tell the daemon to "do a shutdown if I'm on
battery and have less than N minutes of battery power left" rather than
just "do a shutdown when the power fails". Which is nice, since it means
the server doesn't go down for 30 second blips and that sort of thing. Also
the APC Pro and Smart models do fairly good line conditioning (i.e.
brownout/surge protection).

No. All ibm compatible PC's (at least every one I've ever looked inside)
run on DC power from a power supply with enough capacitance to flatten out
the wave form entirely (or so we hope). In fact a lot of systems can run
for a significant fraction of a second (like 300 to 500ms) with the AC
disconnected. A fact many cheaper UPS's count on.
