No.

Allocation of IPs is up to your network administrator. If you were to
"pick" an IP, and it were to be assigned to someone else, you would cause
everyone problems, not the least of whom would be yourself.

A much better idea would be to use a dynamic dns update service (like
dyndns.org) and have your hostname follow you whenever your IP changes.
