The use of mirror sites makes it easier for users to download the software.

That text is also a link to the documentation. I agree that a link to the 
docs should be immediately obvious on the web site of a product like this, 
but it's not accurate to imply that there is no link to the docs.

SQL database servers are for use by specialists. Anyone who needs to use a 
relational database needs knowledge that is not common among desktop 
computer users. If you can design relational databases and use SQL, then 
you should have no problem getting started with PostgreSQL. If you do not 
already have those skills, then you should either stick with something like 
Filemaker or Access or get used to the idea that you have a lot to learn.
