try using isapnp (there is tons of mail on the subject) to configure you modem. 
If that desn't work, see if there is a way to disbale the pnp feature.

As far as using the same software for linux as you do for Win95, people are 
working are windows emulators (such as wine), but I don't know how good they are 
or how up to date. It would kind defeat the purpose of using linux if you just 
run a windows emulator. 

If the modem is diailing and handshake, I would suggest looking through the 
mailing list's past mailings as many of these problems have been solved over and 
over.
