THIS IS JUST MY OPINION
 
Water:
 
I would drain the tank and clean it up. If you want the tank to be filled quickly then use DI unit for now. He will need about 6-8 DI cartridges. They make about 50 gallons of water each depending on how bad the tap water is. If you get an RO unit it will take a long time to fill the tank....more then a week. The good thing about the DI unit is that once he gets the RO unit running he can use the DI unit after the RO unit to further polish off the water.
 
Live rock:
 
I would not let it dry out. I would rinse it off as much as possible in the tank water only to remove any crud off the outside of the rock. He can use this rock as base rock and just get some new rock to put over it.
 
Skimmer:

Just talked to him again,  Probably start out with a fish only with live rock
tank.  Even if we added corals it would be soft corals and maybe some lps.  
Wants to make it as self sufficient as possible. What kind of RO/DI unit for
making that much water and are there any plans for an auto top off for a tank
that big any of you know of.
