What about a "stand-pipe" in the hole on the BOTTOM ?
The water can't go any lower than the top of the the pipe, no matter what.
If you drill into the side of the tank for your drain, the water MUST go
beneath the hole before it stops going to the sump, FINE if you have a sump
that is 30% of the tank volume (but most are 10 to 20 % ) On a large tank, a
couple of inches can be 10 or 12 gallons.\
As far as the return to the tank, you'd BETTER have a check valve on there,
or your water is on the floor, if the power goes out.
