I've also built templates for Drupal and Joomla, and I have to say I'm
much more partial to Drupal for templates.  :)  You can install
different template engines.  ;)

But neither is terribly difficult.  After all, what good is a
templating system if it's harder than maintaining static pages?  I
actually prefer mediawiki's setup because you can get just about any
layout you want by just editing the css.
