I use eclipse. It has a plugin for almost all types of web development I do and will run on pretty much anything with a JRE. It's nice having an UI that is consistent among PC, Mac, and *nix machines. My only complaint about it is that is has become increasingly heavier weight over the years. My older laptop has trouble with the newer versions.
