It looks like you can do some of this already with Coda "clips".  For 
instance, I just type "ul" and hit the tab key and it inserts the following:

<ul>

    <li></li>

    <li></li>

    <li></li>

</ul>


I created this clip and anybody can create any clips they want.  I also 
created clips for ordered lists, tabs, basic page structure, different 
doctypes, and conditional comments.
