I don't normally use the Gmail web interface, but I looked and am seeing it as well on many newsletters. Interestingly, it only appears incorrect in Gmail's Standard, or javascript-optimized view, and appears correctly if you view the same email in Basic HTML. My best guess is that Gmail rolled out a JavaScript update that with a runaway selector that miscalculates all TD tags. Each one appears to be exactly 3.2167px taller than they should be.
