It really depends on what kind of services you wish to offer you client.
Clients typically like having less things to manage, such as URL's and
the like. So offering to register and manage their URL for them is
usually a quick fix. You can then email them when its time to renew or
forward the bill to them.
I usually give my clients the option of registering the URL through
their current web host or registrar, since most big name registrars
usually have all-in-one hosting packages that they're already hosting
through. Most of my clients are inclined to keep their package in one
place. Additionally if they choose to move hosts or change their
services for whatever reason, its all at their leisure and they don't
have to call me and wait for me to get around to it.
I would just offer the service of managing it for them and let them decide.
