Even though I use Dreamweaver, an open source alternative that I found is Kompozer. I found it easy to use and worked much like Dreamweaver.
I have used NVU and personally don't care for it. CoffeeCup Free is limited in what it can do. I've heard good things about CoffeeCup, and I recall trying it a few years ago with good results, but it's not F/OSS. Adobe discontinued it, unfortunately.
