We actually did talk to ATC about this project. I think basically they found a service that was built to handle association type membership management/CRM and website as a package deal with lots of "features" out of the box. I think it seemed like the path of least resistance rather than trying to piece together a custom solution or have a stand-alone system that they had to manage. I'm sure they also balanced the cost of going with a pre-built package deal versus getting something built specifically for them.
