Not really. Zen (http://drupal.org/project/zen) is probably the closest I've seen. It's really well documented and supported, but it will still take some elbow grease to do what you want to.
The Drupal 7 version of Zen is still in development. Drupal 7 as a whole is still very beta. Depending on your production timeline, you might want to go with Drupal 6. With must-have modules like views still in alpha versions, it may be a tough road. I love the new Drupal core, and we have a Drupal 7 site going live in the next few weeks, but at this point Drupal 6 may be a better route for most projects.
