Matt,

In Drupal, a theme and modules are different things entirely. You can install any of the themes on drupal.org that are compatible with D6 (for free) and they will cover the look and feel of your site. (Support varies widely but generally, there isn't much.)

But functionality is governed by modules (besides what Drupal does out of the box, which might be all you need) and there are many to add, depending on what you want your site to do. Even a supported theme wouldn't help you with added functionality.
