It depends on how much theme development you want to do. Are you looking
for a barebones theme that you have total control over? Or do you want
something that just needs tweaking? I agree that the Zen theme is good
for "build a theme" documentation.
Re: Drupal 7 vs Drupal 6, it depends on what features you need. I just
built a D7 site with a custom theme that is mostly a blog/info site and
for that kind of thing, D7 is great (it has been officially released.)
More complicated features probably aren't ready for prime time unless
you want to help debug.
