Hello Don,

For very small projects (~less than a few hundred pages) I would recommend 
using the Eclipse Help System as the Help system framework for your product 
documentation. You can run the EHS as an embedded help system within your 
product (if the product is Eclipse-based) or you can serve the EHS as its own 
standalone product documentation server out on the internet or your intranet.
