To anyone still unsure of the details involved with sales tax of web
services, this page describes it pretty well and is fairly accurate per
Texas State Tax code Sec 151.051
http://www.window.state.tx.us/taxinfo/taxpubs/tx94_127.html
Texas State Tax code page:
http://www.statutes.legis.state.tx.us/Docs/TX/htm/TX.151.htm
As has always been recommended on here, consult a tax professional to
help determine if and what all services you should charge sales tax for.

Web development is consider 80% data processing (the html, css,

Why 80%? I never heard of the tax being applicable to only a
percentage of sales?

I've spoken to the Comptrollers office and got very clear
instruction about Sales tax.
If you do anything on a computer to produce a website, it is akin
to word processing in the eyes of the tax office-whether it is
graphic design, markup, coding or copy editing. You must collect
sales tax on 80% of whatever you earn from for-profit clients
with businesses based in the state. The only time you don't need
to is you are only coaching/consulting and if your hands are not
directly producing anything that appears on the website.
