I have worked extensively in ICANN and as you can see from the archives I am not a stranger to this WG. Also I think IETF generally does appreciate participation, reviews and mailinglist participation, so I don't think it is appropriate to tell me whether I should or should not be commenting here.
James is citing that there are a many legal request for external verification of identity by nation states. I have done research in this area and was not able to verify this claim, so it would be great if he could point me to that. All examples I could find were registries that do verification in-house, and not use a third party providers for this.
