I just noticed that RFC 3735 says this:

2.2.1. Standards Track Extensions

URIs for extensions intended for IETF standards track use MUST conform to the 
URN syntax specifications and registration procedures described in [RFC 3688].

I don't believe an Informational RFC can bind the authors of an Internet-Draft. 
A standards-track I-D can use any URI, and then switch to an IETF URN at the 
point when it is published as an RFC. But I think 
draft-ietf-regext-ext-registry-epp may want to say so, with reference to the 
above.
