Follow-up Comment #7, task #2879 (project admin):
Because in my opinion, the GPL preamble on every file is simply clutter.
Most people who put that on the top of every file can't even be bothered to
write a short description as to the importance or usage of the file. Kinda
promotes poor documentation and making a hard-to-manage project.
Also seems like a waste of space to me. =/
