The issue is not how well thought, written or documented is your code, what
is at stakes is the legal condition of usage of your work.
As it is libre software, parts can be separated, distributed elsewhere. To
avoid legal issues, the easy solution is to follow the basic guidelines that
recommends to put such header in the file headers.
Considering it is not very complicated to do, we have deciced as a rule to
accept only projects that follows these guidelines, to incitate to good
practices. Considering we offer free as beer and decently working services,
it does not sounds to us as an extreme request.
So we are not actually going to debate on the merits of such practice, we
just ask you if you are willing to do that :)
Even if you are right that it is useless, which may be true but it is not our
opinion, it surely won't cost you much anyway.
