I don't understand the Wait Action state: could you be more explicit on what
is exactly missing?

There *is* a copyright notice at the beginning of each file. And there *is* a
statement at the beginning of each file stating that it is under the GPL.

The GPL license *is* in the "LICENSE" file.

As I said just above, there is a copy of the GPL in the "LICENSE" file.
