how about a DTMF decoder with latching outputs? http://www.hamtronics.com/ their TD-2 has: 5 latching outputs (open collector transistor) can drive solid state circuits directly or drive small relay to switch power loads. Up to 12 momentary outputs (5V CMOS)
Its $80 as a kit.
