You are correct when you key the station control card you should see change on you meter. However it sounds like your exciter is being keyed all the time. What cards do you have in this chassis? If you have a time out timer pull it. Also if this was a repeater pull the Squelch gate card. Continue on with what I told you earlier checking the tripler and rf stages.
