I see one big problem with the measurements. It says
that all coax sections are QW long. How can you space
the elements at .9 WL and have only 2 QW long pieces
between them?
Judging from the cable and the lengths listed, each
dipole must present a 100 ohm impedence, not 50,
assuming the data is correct.
If these are 100 ohm dipoles, a simpler way to phase
them might be to use 1 wavelength of 75 ohm on each
dipole, then tee the upper 2 and lower 2 together.
This should give 50 ohms on each pair, at each tee.
Then couple the two halves together with equal odd QW
lengths of 75 ohm coax. Probably 7/4 wavelength on
each leg to a tee. The impedence at this final tee
should be 50 ohms, assuming each dipole is 100 ohms
each.
