Hi Coy, They are referring to Scanners I believe. Thousands of people use scanners who are not hams. I remember a case where someone recorded a crime in progress, turned in the recording and the trouble began. I myself monitor many channels on several scanners and would not worry about calling the fbi with a dangerous situation. Now if its on tape and you play it back to them are you divulging what you hear? Ron WA6UNM
