I have also started using a 6dB pad - I believe it does present a much
better match for the generator.  

I believe if you look at the Motorola Interference Appendix document
[available on Repeaterbuilder.com] they have a diagram showing the
isolated 'T' effective sensitivity test procedure and they are showing
the use of the 6dB pad.
