Mike, I suppose you could do that, but our adapter board was designed so that the more commonly available FXS channel banks could be used. The two systems I have running use CAC Access bank I FSX channel banks which are $150 each on E-bay. In any case our adapter board has the transformers you mentioned.
A better solution will be available in the future, we are designing a 4 port PCI card with a radio interface (RX/TX audio, COR,PL, and PTT) which will eliminate the need for a $500 T1 card and channel bank.
