I have to assume he was talking about repeaters that are carrier acccess 
if he's hitting several.

It's always been bad practice to let a remote base ID on the downlink 
side by itself. It could easily come up over the top of someone, even if 
you have a "busy-channel lockout" on it-that depends on the remote base 
receiver hearing someone, and it may not.
And if the person using the remote  doesn't ID himself, he's illegal and 
the control op should shut him down.
