Any two VHF radios can be made to work as a repeater,but how they will 
perform is questionable. Most cannot sustain the duty cycle of repeater 
operation and will burn up quickly from overheating. The receiver may be 
too wide or sloppy and permit desense from the transmitter. Then you 
need to find the COR,PTT,Audio in/outs. All this if they even will 
program out-of-band.
You may be better off with a Micor or a MastrII mobile conversion,they 
are cheap and proven performers. You can even buy them already 
converted,I have one VHF and one UHF for sale,Repeater-Builder also 
sells them ready to play!
