An interesting test would be to put a pair of crossband
mobiles in the parking lot set to an unused 440 pair and
to the appropriate 2m repeater pair, and to have the hams
inside the steel mill use the 440 pair.
We did the same thing for a marathon run 20 years ago
that went behind a hill...

Since I don't think the actual 2m pair was ever mentioned
I'll use 146.01 / 61 as an example, and for UHF we'll use
443.000 / 448.000.

One mobile repeater would listen on 146.61 and talk on
448.000 with low power...
The other would listen on 443.000 behind a PL decoder
and talk on 146.01 with whatever PL encode that was
needed, and on low power. Put each crossband mobile
in a different car and park them 100 or so feet apart and
you should have no desense issues.

The guys inside the mill would use the 440 side and
after an hour or so to get used to the double squelch
tail each direction should be quite happy, and no
changes needed to the hilltop repeater.
