What brand controller? ACC by chance? (I.E. Caps going bad)

The specs of the other repeater don't matter since they are hearing it
on the output frequency.

The other possibility is that it's mixing. Is there a repeater 30 kHz
away on the 'other side' of yours?

Where are you feeding your transmitter and what make/model is it? You DO
have low pass filtering and limiting in it, don't you?
